Can joining a local dating agency do any good?

I am 21 years old and want to meet women so bad, but I don't know anyone and neither do my friends and I can't approach women in public because I am afraid I would just make them angry. I feel like if I don't do something like this I will be alone forever. Does anyone think it will do any good?
